![Untitled-20261029-110050-3421](https://info.etruckbizforfxg.com/hs-fs/hubfs/Untitled-20261029-110050-3421.png?width=2048&height=1152&name=Untitled-20261029-110050-3421.png)Network 2.0 is changing what happens after your trucks leave the building. FedEx describes the model as a move toward one driver on each route handling a mix of shipments, with consolidated pickups and deliveries ([FedEx's Network 2.0 overview](https://www.fedex.com/en-us/network-2-0.html)). For a contractor, that raises a practical management question: once the morning plan meets the actual day, how do you know what needs attention while there is still time to act?

A truck leaving the terminal tells you the route has started. It does not tell you whether the driver understands the day's priorities, whether a developing problem has an owner, or whether a change has been handled. That is the difference I want to examine this week: getting dispatched versus maintaining operational control.

I'm talking with David Belle of Belle Logistics in Destin, Florida, about how he manages that responsibility. David uses the [eTruckBiz](https://www.etruckbiz.com/) OPTIX app as his primary operational monitoring tool and also works with us on payroll. I want to get past “I watch the operation” and into the details: what he checks, what makes him act, who does the work, and how he knows the issue is actually resolved.

## Operational control is more than seeing a problem

My working definition of operational control is simple: know what should be happening, see where the day is moving away from that plan, assign a response, and confirm the result. Visibility is part of it, but visibility alone is not management. A screen can show you something that needs attention; somebody still has to decide what to do and follow through.

Consider a pickup added after dispatch. FedEx offers same-day on-call pickups for expedited parcel shipments, so the work to be managed is not necessarily fixed when a driver leaves the building ([FedEx pickup scheduling](https://www.fedex.com/en-us/shipping/schedule-manage-pickups.html)). The management questions are straightforward: who sees the request, who confirms the driver knows about it, and who checks that it was completed within the applicable window?

I would ask the same kind of questions about a time-definite delivery at risk. What information do you need before deciding whether to call the driver, change the plan, or send help? How do you protect the commitment without creating an unnecessary second trip or putting pressure on somebody to drive unsafely?

That is where service and financial discipline belong in the same conversation. A rescue may be necessary, but it still deserves a cost review afterward. I want David to explain how he distinguishes a reasonable response to an unusual day from a recurring operating problem that needs a different plan.

## Where OPTIX fits, and what the owner still has to do

OPTIX's published capabilities include monitoring delivery and pickup status, viewing P&D productivity, tracking critical exceptions, and tracking time-definite stops and packages ([P&D OPTIX product listing](https://apps.apple.com/us/app/p-d-optix/id1527446277)). Those capabilities give us a starting point for the discussion, not an answer to how David runs his company. The useful part of this interview will be hearing which information he relies on and what he does with it.

I also want to understand the division of responsibility. What does David check personally, what does his manager handle, and what happens when either person is unavailable? If the routine only works when one particular person is watching, that is a dependency worth identifying before a busy day exposes it.

Payroll belongs in the conversation for a different reason. David uses [eTruckBiz](https://www.etruckbiz.com/)for that work, and I want to ask what remains on his desk, what is handled by our team, and whether that arrangement changes the time he can spend managing operations. We should hear the actual workflow before claiming it saves time or money.

The goal is not a software testimonial with the difficult parts left out. It is a practical look at how one contractor works to gain and maintain control: the checks, decisions, conversations, and follow-through behind the screen. David's examples will supply the substance of the interview that follows.

## Where Network 2.0 changed the job

**Jeff:** What was the biggest challenge when you transitioned to Network 2.0?

> **David:** The number one challenge was changing the mindset and [culture](https://info.etruckbizforfxg.com/blog/navigating-culture-change-a-roadmap-for-csp-success) of our drivers. Before Network 2.0, we focused heavily on efficiency and getting as many stops completed as possible. Now, drivers have time commitments they need to meet, and sometimes that means passing a stop and coming back to it later.

**My commentary:** This is a fundamental change in how the operation needs to be managed. A driver who has spent years trying to clear every possible stop in order may need to change that habit to protect a time-definite delivery. Getting that right requires more than explaining a new process once. Drivers need to understand why the priorities have changed and how those priorities affect the rest of the day.

David also emphasized that customers need to understand the change. A business might receive its time-definite packages first and its remaining bulk packages later. If customers aren't prepared for that possibility, the change in routine can create unnecessary confusion.

The lesson is straightforward: Network 2.0 requires a change in operating culture, not simply a new route plan.

---

## The day doesn't end when the trucks leave

**Jeff:** Has Network 2.0 made it more important to monitor what's happening in the trucks throughout the day?

> **David:** You have to have complete control. You have to know what's going on at all times. One thing can go wrong, and it can start to spiral.

**My commentary:** That's the core of this interview. [Dispatching](https://info.etruckbizforfxg.com/blog/dispatching-for-profit-in-network-2.0-what-every-fedex-csp-needs-to-know) a truck tells you that the route has started. It doesn't tell you whether the driver is meeting time commitments, whether a new pickup has been assigned correctly, or whether the truck will make it back to the terminal on time.

David's operation assigns responsibilities among his BCs. His main BC also serves as operations manager and [dispatcher](https://info.etruckbizforfxg.com/blog/dispatching-for-profit-in-network-2.0-what-every-fedex-csp-needs-to-know), especially during the afternoon when new pickup requests arrive and the team needs to decide which drivers can handle them.

That afternoon workload is easy to underestimate. Drivers can fall behind, routes can be heavier than expected, and new requests can change the plan. Someone has to watch the operation, communicate with drivers, and make decisions while there is still time to act.

For contractors, the question is not simply whether you have enough people to get the routes out. It's whether your team has assigned responsibility for managing what happens after dispatch.

---

## The numbers that tell David when to act

**Jeff:** What are two or three metrics you watch as the day goes on?

> **David:** The first metric I watch is the time commitments in the morning. Then we watch driver productivity. We also look at stops per dispatch and overnight stops per dispatch.

**My commentary:** Monitoring performance only works when you know what you're looking for. David's team starts with time-definite deliveries, then watches productivity and whether drivers are progressing at the expected pace.

If a driver is supposed to be completing 15 stops per hour but is only completing 10, that difference triggers a response. A BC checks the driver's status and, when needed, calls to find out what's happening. There may be a legitimate explanation, or there may be something that needs to be corrected.

David also watches stops per dispatch to help determine whether routes are appropriately planned. His team understands that not every route will produce the same number. Some routes may be lighter, while others need to make up the difference to achieve the operation's overall goals.

The important part is that the team knows the targets and follows up when performance falls short.

At [eTruckBiz](https://www.etruckbiz.com/), we help service providers develop a Standard Budget and Expense Plan and calculate an **ezNumber**: the minimum stops-per-dispatch target needed to make the expense plan work. It gives owners and BCs a practical daily goal that connects operational decisions to financial results.

A service provider needs to know both whether the operation is meeting service requirements and whether it is operating efficiently enough to protect margins.

---

## OPTIX: Turning visibility into action

**Jeff:** What do you use to monitor the operation and see what's happening with your drivers?

> **David:** We use the OPTIX app a lot to help us maintain operational control.

**My commentary:** David walked through several ways he uses OPTIX to manage the day. The value isn't just that information is available on a screen. It's that he and his team can use that information to identify problems and take action.

Here are some of the examples David shared:

- **Checking time commitments:** David described a situation in which a late overnight trailer created a risk of missed time-definite deliveries. When his operations manager couldn't access the information he needed, David opened OPTIX on his phone, identified two time commitments on a driver's route, and called the driver. The deliveries were completed within their windows, one with very little time to spare.
- **Reviewing exceptions:** BCs can see delivery exceptions in one place and investigate problems such as incorrect addresses. David explained how his team may contact the terminal or customer to clarify an address and help get a package delivered that day.
- **Monitoring productivity:** The team watches stops per hour throughout the day and uses that information to identify drivers who may be falling behind their expected pace.
- **Verifying morning readiness:** David's team checks pre-trip inspections and makes sure drivers have completed the required steps before leaving. If an inspection is missing, his fleet manager follows up.

These examples demonstrate the difference between having operational data and using it to manage the business. A dashboard cannot make the decision for you. It can, however, give you the information needed to make that decision before a small issue becomes a much bigger problem.

---

## Same-day pickups need an owner

**Jeff:** Do you have any special systems or processes that help you deal with same-day on-calls?

> **David:** We put a process in place where a 30-minute warning sends a text message to our phones. One of the BCs has to respond that he's taking care of it and has reached out to the driver.

**My commentary:** This is a great example of making accountability part of the process instead of relying on assumptions.

David explained that his team initially trusted experienced drivers to handle pickups without much follow-up. But even a good driver can miss something, and the result can still be a late pickup.

Now, when the warning comes through, someone must acknowledge responsibility and confirm that the driver has been contacted. If nobody responds within the expected time, a message goes to the management group asking whether anyone has called the driver.

The team also checks that pickups are assigned to the correct route or work area. A notification alone doesn't guarantee that the right driver has the information.

**The takeaway:** Every time-sensitive task needs someone responsible for it, a clear response, and follow-through to confirm it was handled. “Someone probably has it” is not an operating procedure.

---

## Getting BCs to manage profitability, not just service

**Jeff:** How did you get your BCs to understand that they have to deliver service profitably, not just achieve the service target?

> **David:** I sat them down and explained that there was a lot more coming. We were going to have to watch time commitments, pay attention to same-day on-calls, and divide and conquer. Almost every day, depending on how it starts, you have to talk to each other, decide who's doing what, and break it down.

**My commentary:** A BC's job becomes more complicated when the operation must manage time-definite deliveries, changing pickup demands, driver productivity, and return-to-station deadlines at the same time.

David gave his BCs goals and explained the numbers the operation needed to achieve. He also made clear that different routes have different characteristics. Some routes may carry fewer stops, while other routes can handle more. The objective is to understand the targets and manage the operation as a whole.

This is where the owner's financial plan needs to connect with daily management. When BCs understand the operational goals and the financial requirements behind them, they can make better decisions about productivity, route performance, and where to direct their attention.

At [eTruckBiz](https://www.etruckbiz.com/), we work with service providers to establish that connection through budgeting, expense planning, and the ezNumber. The goal is to turn financial targets into something the management team can use every day.

---

## Communication is part of the operating system

**Jeff:** How did you get drivers to understand that routes and priorities would be more dynamic?

> **David:** We started early. As soon as FedEx announced the merger, we started talking about pickups, drop boxes, time commitments, and being flexible. I've been doing weekly meetings with my drivers since 2002. If they have questions, they can ask me or pull me aside.

**My commentary:** David didn't wait until the transition was underway to start explaining what would change. He introduced the topics over time, encouraged questions, and helped drivers understand the new expectations before they had to put them into practice.

He also continues to hold weekly meetings, which typically run about 15 minutes. He covers safety first, then operational issues the team can improve, and finally recognizes areas where drivers have made progress. He prepares a meeting sheet and asks drivers to participate rather than simply listening to a lecture.

That consistency matters. If the only time management communicates with drivers is when something goes wrong, the relationship becomes reactive. Regular communication creates opportunities to explain expectations, answer questions, reinforce good habits, and address problems before they become routine.

David also made an important point about growth: an owner doesn't necessarily have to personally lead every meeting in every building. With the right structure, a BC can take on that responsibility and help maintain consistent expectations across the operation.

---

## Hourly pay and operational control go together

**Jeff:** How have you approached paying drivers hourly, and what have you learned from that?

> **David:** We've been paying hourly for about the last 10 years. In the last 10 years, I've got probably 20 drivers who have been with me five to 10 years out of the 45 I employ. It seems like they're a lot happier.

**My commentary:** David explained that [hourly pay](https://info.etruckbizforfxg.com/blog/how-to-convert-your-payroll-from-day-pay-to-hourly-a-playbook-for-fedex-csps) can make drivers feel more fairly compensated when their schedules and workloads change. When the operation is busy, drivers can earn more through additional hours. He also described offering productive drivers the opportunity to work extra days during busy periods.

But he was clear that [hourly pay](https://info.etruckbizforfxg.com/blog/how-to-convert-your-payroll-from-day-pay-to-hourly-a-playbook-for-fedex-csps) has its own operational demands. When you pay by the hour, you need to watch productivity and understand how late dispatches, route design, and time spent on the road affect labor costs.

David's experience reinforces the central theme of the discussion: compensation, productivity, and retention cannot be managed in isolation. Whatever pay structure a contractor uses, the operation needs clear expectations, accurate timekeeping, and a process for monitoring results.

David also stressed that he explains expectations to new drivers during training. He tells them that he cares about his team and expects them to take care of the business in return. The relationship is built on clear standards and mutual responsibility.

---

## What David's experience teaches service providers

David's approach to Network 2.0 comes down to a set of practical habits. They aren't complicated in theory, but they require consistency to execute.

1. **Know the priorities before dispatch.** Drivers need to understand their time commitments and the day's requirements before leaving the building.
2. **Monitor the operation throughout the day.** Watch time commitments, productivity, exceptions, and pickups instead of assuming the morning plan will hold.
3. **Assign responsibility.** Make sure someone owns each time-sensitive task and follows through until it is handled.
4. **Use data to trigger action.** Establish expected productivity levels and investigate when actual performance falls behind.
5. **Give BCs clear goals.** Service is essential, but managers also need to understand the productivity and financial targets that support a sustainable operation.
6. **Communicate consistently.** Weekly meetings, early preparation, and open conversations help drivers understand changes and give management a chance to address issues.
7. **Build repeatable processes.** The operation should not depend on one person remembering every detail. Responsibilities and expectations need to be clear enough for the team to execute consistently.

The common thread is accountability. Operational control isn't about watching every driver every second. It's about creating a system that tells the team what should be happening, identifies when something needs attention, and makes it clear who is responsible for the response.
